Experiments on lifelong learning at a distance between University and rural public halls were made using 128 kbps video conferencing system via ISDN in 1994-1996. Evaluation of the system was done by student's questionnaire of five ranks rating the pedagogical aspects and human factors after each session. As a result, it was established that the system was finally acceptable for students, the contents of the sessions had a serious effect on evaluation, the sense of unnatural compressed video was overcome by repeated experiences, and it was seen that much more interaction should be sought during the sessions. Through these studies, with most recent economical "Multi-point Video conferencing Services'', it was established sure that the low bit rate videoconferencing system via ISDN can effectively be realized in lifelong distance learning.
