Evaluation in Distance Learning: Fluff or Substance

- Document, Formative, Summative, and Impact are discussed. Principles and suggestions are provided, but they are not exhaustive. They pertain equally to all levels of education and training, resident and non-resident. The reader should consider them in contextual practicality and

with the needs and requirements of the organization and stakeholders in mind.

Use them as they are, or as a guide, and as a starting point to generate your

own. Then share your practices with others so we can become better

practitioners as well.

Evaluation is an under appreciated and undervalued aspect of educational and training programs. This is especially true with regard to distance learning. We do evaluate, but how effective are we? I suggest that our efforts are more fluff than substance because our emphasis is on student and instructor performance. Meaningful and effective evaluation requires that we periodically and systematically evaluate all aspects of our courses and programs. In this paper four levels of evaluation
