Training and Development in Open and Distance Learning: A Reference to IGNOU

Abstract

Training and development activities are crucial to capacity enhancement and the skill development of staff working in the open and distance learning (ODL) system. The training process gains more importance as ODL system is different from the face-to-face conventional system of education. The article examines the training and development system in ODL and employee perception, along with the constraints and challenges in the conducting of effective training. Survey-based descriptive approach has been adopted for the study.


The findings revealed that the induction, refresher, and specialised training programmes were considered very important for the ODL functionaries. The
training environment played an important role in enhancing the effectiveness of the training. Work overload, lack of interest, poor needs identification
mechanism and spread of regional offices over the national territory as well as within the country were some of the constraints in the effective 
implementation of training programmes as reported by the participants. The participants suggested that the training programmes of 3-5 days duration
should be conducted frequently or as and when demanded by the staff. The topics of the training should be decided in consultation with the participants.
The follow-up of training would help in identifying the bottle necks and enabling the participants to transfer the knowledge to the workplace.
