Abstract

This declaration has opened up massive opportunities for innovations in education. At present, India does have a huge potential for providing quality education, the necessary intellectual capital, and a thriving telecommunications network to support information communication technology (ICT) based education. What it does not have is a culture that rewards innovation and risk taking, and venture capitalists in education. Also, there are no established processes of management of ideas and innovations in the education system, which would enrich the education system. The same situation is true for the Open and Distance Learning (ODL) System.
