Abstract

The Indira Gandhi National Open University (IGNOU), set up by the IGNOU Act, 1985, through the legislation of Indian Parliament has been a trendsetter in the Open and Distance Learning (ODL) sector. In accordance with its statutory mandate,
IGNOU has implemented quality assurance as an important part of its programme design, curriculum development, learner support, and digital interventions. Since the establishment of the University, the statutory bodies have effectively implemented robust internal quality assurance mechanisms. A commendable accomplishment of the University was the establishment of the Distance Education Council (DEC), which had effectively enhanced and streamlined the Open and Distance Learning (ODL) system throughout the country.  Recently, the Centre for Internal Quality Assurance Committee (CIQAC) and the Course Content and Operational Committee (CCOC) have emerged as pivotal forces of transformation within the institution. These committees not only fortify our internal quality frameworks but also seamlessly align them with national regulatory standards, enhancing our commitment to excellence. Awards and rankings (NAAC A++ and NIRF) are the testimonials to IGNOU’s association with excellence, first as a recognized spotlight and later as an achiever of the same. The paper attempts to decode
the vision, practices, and leadership of IGNOU in attaining and maintaining quality, increasing participation, and driving change in the higher education sector
