Abstract

This research article provides a comprehensive analysis of the evolution and implementation of learner support services at the Indira Gandhi National Open University (IGNOU). As the world’s largest open university, IGNOU strives to democratising higher education through open and distance learning (ODL). The paper explores various support mechanisms such as learner registration, evaluation, material distribution, regional services, and campus placement, aligning these with India’s National Education Policy (NEP) 2020. It highlights the University’s innovative practices, technological advancements, and strategic initiatives that have contributed to its leadership role in ODL. The study discusses the operational framework, including a three-tier infrastructure comprising headquarters, regional centers, and learner support centers, and examines the evolution of support services from print-based methods to digital and online platforms. It emphasises the importance of academic, administrative, and technological innovations driven by factors like scale, learner diversity, and policy mandates. Challenges such as learner retention, quality assurance, administrative delays, and employability are analysed alongside best practices like decentralisation, digital initiatives, flexible assessment, and alumni engagement.

This article highlights IGNOU’s role in shaping national and global ODL landscapes, advocating for future strategies for enhancing learner engagement, employability, internationalisation, and quality assurance to sustain its leadership. Overall, the paper offers valuable insights into how open universities can leverage innovation and technology to improve learner support and expand access to quality higher education.
