IGNOU as a Catalyst for Vocational Education and Skilling in India: Policy Alignment with NSDP and NEP 2020

Abstract

The Indira Gandhi National Open University (IGNOU) has played a transformative role in India’s educational and vocational landscape, serving as a flagship institution for open and distance learning. With the advent of policy frameworks such as the National Policy on Skill Development and Entrepreneurship (NSDP) 2015 and the National Education Policy (NEP) 2020, IGNOU’s contribution to vocational education and skilling has acquired renewed strategic importance. This research article explores IGNOU’s journey in vocational education, assesses its alignment with NSDP and NEP 2020, and analyses the institution’s strengths, challenges, and opportunities. The study uses a qualitative methodology, reviewing institutional documents, academic literature, and national policy frameworks. Major findings reveal that IGNOU has developed pioneering models of accessible, inclusive, and scalable vocational education. However, challenges pertaining to implementation, quality assurance, industry partnerships, and inclusivity still remain a couse concern. Recommendations include strengthening regional capacity, improving monitoring and evaluation, enhancing industry linkages, and further integrating vocational training with mainstream higher education. Through its evolving innovations and strategic linkages, IGNOU remains a pivotal actor in building India’s skill ecosystem and supporting inclusive national development.
