Factors Determining Work Culture in Open and Distance Learning Institutions: A Case of the National Institute of Open Schooling, India

Extensive use of information and communication technology (ICT) has led to automation of many processes, mostly in the area of student support services, in Open and Distance Learning (ODL) institutions which give rise to a sort of e-governance in these institutions. For successful implementation of e-governance there is a need to have a healthy work culture. The paper carries out exploratory factor analysis on a data set obtained through a sample survey of National Institute of Open Schooling (NIOS) employees and extracts the factors that contribute to work culture. It is found that four factors are important for a healthy work culture in an ODL institution, viz., i) ICT skills, ii) Perceived Benefits of ICT, iii) Institutional Support, and iv) Attitude of the employee.
